Texas. rendered an interim victory for the rule of law in America. It is a victory for the constitutional process by which Congress passes laws. and the President faithfully executes those laws. He has taken an oath to do that. He is the chief law enforcement officer in America. and Congress is the body that passes and makes laws. We have immigration laws. most of which have been on the books for many years. They reflect the decided view of the government and people of the United States of America. Those laws must be enforced in an effective and consistent way.
