To the extent practicable. the committee instructs the Library to maintain certain subject headings that reflect terminology used in title VIII of the United States Code. That is all it says. It is right here. There is nothing so demeaning about that. This provision. in fact. was created in consultation. Mr. Chair. with the Library of Congress. Imagine that. In working with the Library of Congress. we were able to come up with that language. Existing subject headings. including the term "illegal alien." have been used for years and have been enshrined in law for 100 years. This is nothing new. Supreme Court Justices. as I have pointed out. have used it time and time and time again.
