Chang built an unparalleled reputation for scientific excellence and insightful leadership through overseeing the development of state of the art weather prediction systems to support U.S. military operations. Dr. Changs insightful leadership was recognized in 2007 with the Presidential Rank Award of Meritorious Executive. and in 2009 with his election as a Fellow of the American Meteorology Society. A native of Nanjing. China. Dr. Chang earned his Bachelor of Science Degree in Meteorology from the National Taiwan University. After immigrating to the United States he earned his Master of Science Degree in Atmospheric Sciences from the South Dakota School of Mines and Technology and his PhD in Meteorology from Pennsylvania State University. Dr. Chang joined NRL in 1983. and has led the Monterey Meteorology Division since 2003.
