Mr. Speaker. late last year we saw the President knowingly act to ignore Federal immigration law. claiming to grant legal status to millions who entered the country illegallywhich looks a lot like amnesty to many Americansan action done in complete defiance of our Nations rule of law. This week the House will act to defund the Presidents plan. Some have claimed this plan is funded by fees and fines and that Congress cant prevent it. I have one answer for them: No money shall be drawn from the Treasury. but in consequence of appropriations made by law. These are words straight out of Article I. section 9 of the Constitution.
