I am just delighted today that we can come in here on an issue that we agree on and recognize. as the gentleman just stated. that this is not the end all legislation. It is a small step. but it is a step. No matter what the legislation is that we pass. it is only going to be as good as the enforcement that goes behind. and we want to send out a message to prosecutors across the country who might get an opportunity to enforce this of how excited we are to put at least another tool in their hand where they can have the possible imprisonment of up to 5 years for denying people the right to vote. whether it is by fraudulent information. or whether it is individuals that are illegally voting by noncitizens. We have had reports to our committee of thousands of voters who are registered in as many as four States. While this may not be a perfect piece of legislation. it at least takes us a step in the direction we want to go.
