I move to strike the requisite number of words. Mr. Chairman. I agree we should be debating substantively whether or not we have reached perfection in the amount of resources we have put to homeland security. and if Members on the other side think that no additional funding for homeland security is necessary. no additional border guards. no additional funding for immigration. thats their right. If they have so little confidence in Secretary Chertoff and the other appointees of the Bush administration to decide what they need to administer their responsibilities. thats their right. In the Senate. they call it "a vote of no confidence" formally.
