Mr. President. there are going to be few issues that come before the Senate that are more important than immigration reform. Our immigration system is broken. This is a national security issue. It is an internal kind of security issue. It is basically also a fairness and humane issue about how we are going to treat each other. It involves all of these factors. We are going to have a cloture petition that is going to be filed. There is no sense or expectation that it will be a defining moment because we have heard now that it will not be achieved.
