President. first. I thank my friend from New Mexico for his presentation on this issue. He has spoken to those of us who have been working on immigration about his concerns on the numbers. He made this presentation the last time the Senate considered the immigration bill and was successful. and I expect he will be this afternoon. It was very difficult for us to make an exact judgment about the total numbers. Those numbers were set at about 400.000 because that was a somewhat lower estimate of people who were coming in here who were undocumented. and it was also recommended by the Council of Economic Advisers in terms of the needs of the economy. That is where it is from. But he makes a legitimate pointwe do not have a real definite idea about what these numbers ought to be.
