It is based on the studies of what our needs seem to be. At the end of the day. it is about supply and demand. It is about the issue that there is a workforce available to meet the demand for workers. and that is the problem in which we find ourselves. But there is another problem. too. and that has to do with the border. Sure. we are going to do all we can to lessen the likelihood of illegal border crossings. We are going to have more border agent. We are going to have electronic surveillance. We are going to have all that we can build physically and technologically provide. as well as manpower. to provide for safety at the border.
