What we learned was that Canada does that. Canada spent several years of national discussion. and then their Parliament got together and decided the question. They passed a law that said to the immigration department in Canada. you work with our economics department and you set up an immigration system for our country that says 60 percent of the people who would enter our country would enter based on skills and merit and education that we think are important for Canada because we believe our immigration policies should serve the national Canadian interest. It should make Canada better. We believe this is the right policy.
