When one comes to the floor of the Senate. sometimes one thinks nobody is listening. I hope somebody is listening. I hope people recognize that we have a huge industry out there. It needs attention. It needs a workforce. Americans will not do this work. Therefore. it is a migrant workforce that does the work. There is a methodology to legalize it. to limit it. to sunset it. and to fix what has been a broken H2A program and in a bill that has already passed the Senate once already during the 109th Congress.
