Many community and industry stakeholders recognized that the restriction on labor contracts for military construction projects on Guam does not apply to other military construction projects elsewhere. Stakeholders felt that the Guam specific restrictions could negatively impact the ability to execute the planned military growth on Guam in the required timetrame.
