The real issue is. in the compromise legislation we are going to raise $18 billion. The Cornyn amendment adds between $5 and $6 billion. As I understand it. the Byrd amendment is $3 billion on top of that. And we have raised fees on immigrants quite significantly so that there will be a considerable additional burden. About 35 percent of those who will be adjusting their status are overstays. and so they had nothing really to do with border security. although border security is enormously important. We cant reallocate the resources. the fines or fees. on people that had come across the border. It seems to me that these fees are enormously costly.
