They have to prove it. How are they going to prove it? The IRS must prove that they owe the taxes. How will the IRS know if an illegal alien has worked off the books thereby avoiding paying any taxes? This is really an utter joke. It is a promotion put forth by those in support of the bill that I have heard repeatedlythat somehow it is supposed to make us believe that people have earned their right to be forgiven for violating the law. and they only have to pay back 3 of the last 5 years in taxes.
