Mr. President. cloture has been filed on the immigration legislation. and I suspect cloture will be obtained on the immigration bill. We will have a vote later on in the week. The train is moving. People simply want to do something. and I suppose that is where we are headed. I wish to make a couple comments about It. First. the difficulty we faced was that the bill which came out of the Judiciary Committee to the floor of the Senate. which was essentially the KennedyMcCain bill. was not good legislation. In fact. it was so broadly problematic that I thought and said from the beginning there was no way we could file amendments to fix that bill.
