Now. it is interesting that the President has called for immigrants to learn English and. in fact. to demonstrate a proficiency in English in both reading and writing. essentially the same standard. as I interpret him. that is provided in the citizenship requirements. which are statutory and something that we require of everyone who is naturalized. So with the President advocating for the learning of English for newly arriving immigrants. both legal and illegal. and the Senates passing legislation that establishes English as the official language of the United States. we sit here now in this House playing catchup rather than being the leaders.
