Senator BEN NELSON. in the Chamber. He is dealing with a number of important issues today. but he has understood the importance of security at the border from the beginning. He has articulated clearly and effectively his vision for that and has recognized that unless we demonstrate to the world and to our own people that we have border security done first. then nothing else is going to be meaningful. and we will be right back where we were in the beginning. I know Senator NELSON has to leave. and I am pleased to yield to him such time as we have remaining to speak on this amendment. I have been pleased to work with him on this issue.
