It has passed the House on a regular basis ever since then and. as the chairman knows. on a very strong bipartisan basis because the idea of small business health plans is fully within the mainstream of both parties thinking which is one of the very powerful arguments in favor of it. The No. 1 issue facing small business today as a whole is not energy costs. although certainly they are too high. It is not immigration. although that is definitely an issue. It is not taxes. although we all hear our share of complaints from small business people about that. It is the rising cost of health insurance and the number of people who do not have health insurance.
