One aspect is what to do about those people who are here illegally and how should they be treated. which ones should be allowed to stay and which ones should not be allowed to stay and under what conditions. Those are all very important matters for us to discuss in some depth and. frankly. we have not done that. not in any effective way. We passed that portion of the immigration bill last Monday after about 3 hours of debate. at 6 oclock. and the bill was on the floor the next day or Wednesday. and what we actually passed out of committee was printed Wednesday night. So there was very little serious discussion about the bill. It is a tremendous problem. We are dealing with 1.1 million people entering the country illegally being arrested each year by our Border Patrol agency1.1 million. This is huge. We have a system.
