Mr. President. we have been talking about the immigration challenge that is facing this country. It is one that needs to be faced and dealt with. and I believe it is possible for us to achieve comprehensive reform. Unfortunately. the legislation before us today will not do the job. It will not be consistent with what I have heard from my Alabama voters or with what we have been telling our voters all over the country that we would do in immigration legislation. Let me make a couple of points about this issue. There are two aspects. I guess one can say.
