In other programs. such as the Bilingual Education Act. funds are permitted to be used for both the children and their parents. I believe H.R. 3892 will be even more effective in helping our Nations English language learners if we allow local communities to use these funds for family literacy services. Oftentimes. both English language learners and their parents are in need of assistance in obtaining the English language skills they need for success. Family literacy programs have already provided successful results with immigrant populations and their families of limited English proficiency. While in Michigan. in the Michigan Senate in the 1980s. I started a program called Home Instruction Program for Preschool Youth.
