By turning existing bilingual programs into block grants. this bill does not require states to distribute funds to the most needy students. Without this protection. the students most in need become even more vulnerable to fail. By eliminating the emergency immigrant education program. this bill leaves no support or assistance for new immigrants. those who are most likely to have limited English language skills and require extensive programs to learn English. Finally. in order to promote effective English education programs. we obviously need to increase resources for new teachers and teacher training. not eliminate them. This bill cuts bilingual teacher training programs.
