We have been told that sometimes English language immersion may not help in all cases. Guess what? This bill lets my hometown and your hometown up for air. to have the liberty to provide that extra help. without being hamstrung by inflexible Federal mandates. Mr. Chairman. the English Language Fluency Act is about helping children enjoy the American dream. and not relegating them to becoming second class citizens. The bill is about letting communities whose front line experience with immigrants make them the experts in knowing what does or does not work and helping children acquire English fluency. I encourage my colleagues to support H.R. 3892.
