Currently. a barrage of lawsuits and appeals have been filed in California to challenge the civil rights violations of the recently passed Proposition 227. This is not a wise direction for Congress to take until the courts and the States sort out who has emerged as a very serious violation of rights. There is no doubt about it. There appears to be an antiimmigrant movement in this body. and the Englishonly movement appears to be the primary vehicle. This sentiment is not only unAmerican. it strikes at the core of cultural diversity that enriches our society. And I firmly stand opposed to any attempts to legislate English as our official language or to eliminate bilingual education programs.
