Mr. Speaker. I thank the gentleman from California for yielding time to me. Mr. Speaker. I rise today in support of the Presidents decision to extend the JacksonVanik waiver for Vietnam. and in strong opposition to the resolution of disapproval. The JacksonVanik waiver process is designed to promote immigration from countries that do not have market economies. In the case of Vietnam. the waiver is clearly working as intended. Since the waiver was granted. Vietnam has made steady progress under both the ROVR and the Orderly Departure programs. If the waiver is rescinded through passage of this resolution of disapproval. that progress. which depends entirely on the cooperation of the Vietnamese government. will almost certainly be reversed.
