Madam Speaker. I thank the gentleman for yielding time to me. Madam Speaker. I am pleased to rise in strong support of House Joint Resolution 120. introduced by the gentleman from California . in disapproving the extension of the waiver. the JacksonVanik amendment. The issues here are progress on human rights. freedom of religion. and freedom of emigration. Simply stated. the Vietnamese government has not demonstrated any significant progress on any of these issues. Many of us have voiced our objections to the rapid pace of normalizing relations with Vietnam. Yet. our President insists that waiving the JacksonVanik amendment and opening programs of the Overseas Private Investment Corporation and the ExportImport Bank to Vietnam is in our best national interest. and will encourage the Vietnamese government to cooperate on many issues. including economic reforms.
