It is the practice. it is the law of the land in China today. The amendment that is before us would address this issue. It would put us on record in condemning this practice and be at least a symbolic step in denying visas to those for whom there is credible evidence are involved in the practice. Chinese population control officials. working with employers and work unit officials. routinely monitor womens menstrual cycles. incredibly enough. They subject women who conceive without Government authorizationthey do not have a certificate to conceiveto extreme psychological pressure. to harsh economic sanctions. including unpayable fines and loss of employment. and in some instances physical force.
