Well. under this bill. they would have to depend on the INS and the Social Security Administration to "confirm" their citizenship. even though neither agency is equipped for that purpose. Citizenship cannot be confirmed by checking a persons Social Security number. The Social Security Administration does not require information about citizenship .and only started requesting it 20 years ago. And the INS only keeps records of immigrantsnot naturalborn citizens. Our nation decided long ago that tests for voter eligibilitylike the poll taxes and literacy tests used in the Southwere wrong and abhorrent. We enacted the Voting Rights Act to cast asideonce and for allthe barriers concocted to keep minorities from exercising their constitutional right to vote. I remember the days before the Voting Rights Act.
