Initially. there were several charges made in the contest documents filed by former Representative Dornan. As we examined these. we found that many of them simply could not be substantiated. But what we did find was that charges of illegal voting. specifically of fraudulent voting by noncitizens. could be substantiated and. In fact. were true. The initial examination by the registrar of voters of Orange County discovered 124 absentee ballots which were invalid. and so that reduced the 979 vote margin by 124. The California Secretary of State did an independent investigation of the election. along with the Los Angeles office of the Immigration and Naturalization Service. and identified in their first pass 305 noncitizens who had registered to vote and had voted.
