We have investigated that. We found that many of them did not have a strong basis and were not factors in the election. and so we have put those aside. The largest issue that did emerge. however. is a question of fraudulent votes by noncitizens. and that deserved greater study. Now. the problem developed with that. which I will get to In just a moment. that midway in the investigation as Mr. Dornan and the California Secretary of State were pursuing that. suddenly their source of information in the INS was shut off. and that has created a good deal of the delay that we are discussing tonight.
