It invests in education and helps ordinary Americans afford college. It provides health coverage for many of Americas uninsured children. And it provides tax relief for middleclass families. It provides important protections for kids and legal immigrants. people who were invited to come here and who later became disabled. And it helps accomplish something that President Clinton has had on the agenda for a long timeto move people from welfare to work. and to provide the means with which to make that transition. More generally. it shows we can both be fiscally responsible and true to our highest values as a nation.
