Session #105 · 1997–99

Speech #1050046462

I voted for this bill. in committee. with the clear understanding that a managers amendment would be offered to fix many of the most egregious shortcomings in the bill. Some of them. such as the protection of lowincome Medicare beneficiaries. the expansion of childrens health coverage. and the minimum wage security for participants in workfare. have been modified. Unfortunately. critical differences have not yet been resolved on a range of issues including the restoration of benefits for legal immigrantswhich was explicitly included in the agreementand the application of all Fair Labor Standards Act protections to workfare participants. I am concerned that we are again set to play politics and brinkmanship on an issue of vital importance to the American people. Last month.
