It is language that is inappropriate and premature. because the Department of State and other foreign affairs agencies are now in the process of working out the realignment of the structure of the agencies responsible for the conduct of our Nations foreign policy. The Gilman language is opposed by the administration. and if it remains in the bill. this legislation will be vetoed by the President. The new bill also drops four budgetrelated provisions which were included in the bipartisan legislation reported out by the International Relations Committee. Another provision dropped from this new bill was the socalled "Lautenberg" language regarding the definition of refugee status. Again. this provision was included in the bipartisan original legislation that was reported out of the International Relations Committee. In summary.
