I think the gentleman is absolutely right. For example. in referencing the New York City report. I would take note of the fact that the last year that we were making reference to was 1995. well before any of these changes in the laws with regard to immigration would take effect. So there is no question that taking more people off the rolls as a result of those immigration policies would impact the numbers and create more uninsured. I would also suggest. again here I am speculating. that a lot of the problem is not even reported. In other words. the figures that our colleague from Texas is looking at on that map have to be based on some reporting that was actually done. and I would suspect that there are a lot of people. legal or otherwise. people that were born in the United States. who simply do not even get reported. so I suspect that the figures are much larger and there is no question that they are growing.
