A few years ago the number we threw around was 34 to 36 million Americans were not covered. The figure being dealt with now is 40 million Americans. I would also like to ask the gentleman from New Jersey to tell me if I am wrong on this issue. because he has been excellent on the issue of finding a fair immigration reform program in this country. and coming from New Jersey and coming from New York and from Texas. Immigration is an issue. But is it immigration reform with a heart. immigration reform without a heart? Am I correct in suggesting. and I ask the gentleman to comment on this. that as we move to take benefits away from legal immigrants. we are now going to increase that number that we see on this chart above the 10 million children. or are those figures that we are dealing with these days already taking into account the possibility of all these folks that will be taken off the benefits. incidentally in many cases. for people who are interested. when you talk about people under 65. you are not talking about people who were here for the last 20 years. worked. paid taxes. and so one issue seems to jump on top of the other one. Am I correct that this will actually increase these numbers?
