Orlov founded the Moscow Helsinki Watch Group to pressure the Soviet Union to honor the human rights obligations it had accepted under the Helsinki Accords signed in 1975. His leadership of the Helsinki Watch Group led to his arrest and. eventually. to a show trial in 1978. He was condemned to seven years in a labor camp and five years in exile. After having served his prison sentence. and while still in exile. Dr. Orlov was able to immigrate to the United States in 1986 in an exchange arranged by the Reagan Administration. A captured Soviet spy was returned in exchange for the release of Dr. Orlov and a writer for U.S.
