The provision remained in H.R. 3734. the welfare bill recently signed by President Clinton. Mayor Rudolph W. Gluliani of New York City filed suit last year to challenge section 434 of the new welfare law and section 642 of the illegal immigration law in U.S. District Court and I introduced a similar bill at the time. The mayors lawsuit deserves to succeed for the same reason this legislation deserves to pass: the provisions at issue are onerous and represent bad public policy.
