Mr. Speaker. I rise in support of H.R. 4036. the Human Rights. Refugees and Other Foreign Relations Provisions Act. I support the provisions of the bill that reduce the discretion of U.S. immigration authorities to deny political asylum to individuals who claim coercion by a foreign goveminent to participate in population control programs. This provision will make it easier for immigrants to claim asylum on this basis. Furthermore. I support the prohibition on economic and military assistance to the Govemnment of Mauritania unless our President certifies that Mauritania has taken action to eliminate slavery. Another important provision of the bill orders the President to submit reports to Congress regarding the voting record of the U.N.
