Now. unfortunately. the rates of HEV and AIDS infections in Africa are the highest in the world. and they are continuing to rise rapidly. As we have seen. viruses do not need visas. Second. we have an Interest in expanding trade and investment ties with the African continent. U.S. exports to Africa expanded by 22.7 percent in 1995this is nearly twice the growth rate of total U.S. exports worldwide.
