Section 907 of the Freedom Support Act. as currently Interpreted. prevents U.S.-funded nongovernmental organizations from dealing with Azerbaijans government in carrying out humanitarian missions. Section 907 states. "U.S. Assistance * * * may not be provided to the Government of AzerbaIjan until the President determines. and so reports to Congress. that the Government of Azerbaijan is taking demonstrable steps to cease all bYlockades and other offensive uses of force against Armenia and NagornoKarabakh." The need for humanitarian aid in Azerbaijan is great. and Section 907 makes It difficult for aid organizations to deliver the muchneeded assistance to the people of Aze.rbaiJan. nearly a million of whom are displaced persons and refugees.
