Hospitals and State and local governments need time to adjust. Community health centers need to find ways to expand. as Medicaid resources dry up for hospital care. State legislatures will need to adopt new laws and adjust spending to compensate for the loss of Medicaid. These complicated changes cannot occur overnight. especially in California. Texas. Florida. New York. New Jersey. Massachusetts. Pennsylvania. Illinois. and other States with large immigrant populations. These changes should not go into effect at all. But if they do. I urge my colleagues at least to hear the pleas and heed the plight of the hospitals.
