Looking at the inventive programs that businesses. universities. hospitals and other institutions are using to monitor human resources. it seems only appropriate that we consider the feasibility of upgrading our current system. My amendment is simple. It would allow for the consideration of innovative authentication technology such as finger print readers or smart cards to verify eligibility for employment or other applicable Federal benefits in a pilot program. Already. the INS has begun to Investigate the feasibility of creating a new generation of smarter employment authorization cards. bordercrossing cards. and green cards. And the Federal Government is also examining the uses of electronic benefits transfer. My amendment would supplement these activities.
