I do not think we have to secondguess it by saying that we are going to try to see that after so many years you can get welfare. I personally believe that until a person becomes a citizen. they ought not to be eligible for welfare. I am for a stronger provision than the Senate has adopted. I do not think immigrants should be eligible for welfare until they become citizens and. therefore. under the Constitution must be treated like everybody else. because under the Constitution there can be no differentiation between how they are treated as a naturalborn American or naturalized. There is only one difference. and that is you cannot become President. But here is the point.
