As he knows as well as anybody. it is not an issue that is very beneficial politically for anyone. But it has been something that the Senator has done out of a sense of duty. a sense of obligation to perform that function for the U.S. Senate. but more importantly for the people of this country for many. many years. He has done a very good Job. I rise. however. to oppose the amendment. and I rise to oppose it for two reasons. First. I believe it is a fundamental mistake to mix the issue of legal immigration and illegal immigration. I will explain in a moment why I think that is a mistake. Second.
