So I think it is clear that we have two very distinct Issues at play. We should not deal with this issue in a manner that suggests that those who abide by oar laws are as much a problem as those who break them. I think that is an injustice to the millions and millions of immigrants who over the years have come to this country. and who have played by the rules and have become productive and contributing members to our society. Mr. President. I join with the Senator from Michigan. the Senator from Ohio. and others in urging my colleagues to Join the majority of the House. to Join a majority of the Senate Judiciary Committee. to join numerous business. labor. religious. and ethnic organizations. and to join the overwhelming majority of the American people who do not want to see such dramatic legal immigration cutbacks tacked on to a piece of legislation that seeks to punish those who break our laws.
