Mr. President. as the Senator has pointed out. this was in the initially proposed legislation. It is. I think. a justified and wise amendment. And I understand that the Senator will also be offering shortly a pilot program for ensuring that foreign students here on student visas are actually enrolled and attending our schools. It is obviously an important opportunity for students to be able to come to the universities here in the United States. They should be welcomed. They should have an opportunity to be in compliance with the university rules. This is really. first. a pilot program and. second. an attempt to find out what happens to these students when they are here and also what happens to them afterward.
