This opportunity became a magnet. even for those who had absolutely no realistic claim for asylum. But the INS changed this. When the INS changed its rules in late 1994. it stopped automatically awarding work permits for those filing for asylum. and it got rid of a great deal of the problem. The INS then began to require an adjudication of the asylum claim before it awarded work authorizations. It also. at the same time. began resolving asylum claims within 180 days. The results are significant. According to the INS. in 1994. before the new rules were put in place. 123.000 people claimed asylum.
