It has broad support because it just simply goes too far. the current bill does. Mr. Chairman. the Senate has split this legislation already. legal and illegal immigration. We should pass this amendment. deal with illegal immigration aggressively. as the gentleman from Texas has dealt with illegal immigration very aggressively. and then take up the issue of legal immigration with the Senate bill. Finally. I would just like to plead with my fellow Members. we are a Nation of immigrants. Congress should preserve this proud tradition and not threaten it. Ronald Reagan. in his final address to the Nation. spoke often and spoke then of America being a shining city on a hill. and in his mind it was a city that was teeming with people of all kinds. living in peace and harmony.
