Mr. President. I rise to offer an amendment. together with the distinguished senator from Delaware. Senator BIDEN. which would limit the availability for United States assistance to Bosnia and Herzegovina--with the exception of humanitarian or refugee assistanceto activities in the territory of the BosniaoCroat Federation. The purpose of this amendment Is twofold: to induce Bosnia to remain unified and to guard against United States assistance falling into the hands of war criminals. The fact is that the recently concluded "Agreed principles" recognizes two entities: the BosniacCroat Federation and a Bosnian Serb Republic. There is no agreement on a superstructure to unite these entities.
