While there is some new optimism about the prospects for a settlement in Bosnia and Herzegovina. the humanitarian situation remains grim for large segments of the population of the former Yugoslavia. Winter is fast approaching. Life in Sarajevo is still one of minimum subsistence. Gorazde is a large refugee camp surrounded by hostile forces. Thousands of refugees are flooding the town of Banja Luka. The bottom line is that even if a peace settlement were signed tomorrow. the humanitarian situation in Bosnia would not repair itself overnightnor over the next few weeks and months. The humanitarian crisis will remain with us for the foreseeable future.
